Most Tulare County water board races not on the ballot

Even though 18 Tulare County water agencies are holding elections in November, voters will find just three races on their ballots. 

That’s because in the majority of cases, most incumbents are not being challenged. 

Races on the ballot in November include: 

  • Alpaugh Irrigation District — incumbents Kenneth D. Gibbs and Jack Mitchell are unopposed.
  • Ivanhoe Irrigation District — Incumbents Gary S. Caviglia, Vito De Leonardis and Steven Paregien and challenger Casey Lawson for three open seats.
  • Pixley Irrigation District — Incumbent Bill DeGroot and challenger Seth Merritt for Division 2 seat.

Races not on the ballot:

  • Alpaugh Irrigation District — Martin Velasco appointed to short-term seat.
  • Alta Irrigation District  — Incumbents Jack Brandt and Elliott Rossotti are unopposed.
  • Consolidated Irrigation District — Incumbent Tony Lewis is unopposed for a seat shared with Fresno and Kings counties. 
  • Delano-Earlimart Irrigation District — Incumbents Kelley Hampton, Heath C. Wooten and Anthony Tartaglia are unopposed. 
  • Exeter Irrigation District — Incumbents Gregory Crosson, David Nielsen and Keith Cosart are unopposed. 
  • Hills Valley Irrigation District — Incumbent Marco J. Rinaldi is unopposed. 
  • Ivanhoe Irrigation District — 1 short term seat, no candidate 
  • Lindmore Irrigation District — Incumbents Michael Brownfield, Scott R. Reynolds and Ismael Gutierrez are unopposed. 
  • Lindsay-Strathmore Irrigation District — Incumbent Dennis Imoto is unopposed for Division 1. Incumbent George Williams is not seeking re-election for Division 2; candidate Jonathan Brogan is running unopposed for Division 2. 
  • Lower-Tule River Irrigation District — Alexander Garcia, Louie Tristao and Joshua Pitigliano are unopposed. 
  • Orange Cove Irrigation District — Incumbents Andrew Brown and Kevin Orlopp are unopposed. 
  • Pixley Irrigation District — Incumbents Neal Westbrook and Russell Schott are unopposed. 
  • Porterville Irrigation District — Incumbents David E. Gisler, Brett McCowan and Eric L. Borba are unopposed. Division 5 seat is vacant with no candidate. 
  • Saucelito Irrigation District — Incumbent Steven G. Kisling is unopposed. Division 5 incumbent Jeffrey Noble is not seeking reelection; Division 5 candidate James Jongsma is running unopposed. 
  • Stone Corral Irrigation District — 2 seats, no candidates.  
  • Terra Bella Irrigation District — Incumbents Brent Doyel, Edwin Wheaton and Alfredo Martinez are unopposed.  
  • Tulare Irrigation District — Incumbents Michael J. Thomas and Dave Martin and unopposed.  
  • Deer Creek Storm Water District — Incumbents Shirley Paddock and Wade S. Magden are unopposed. Incumbent Dale Bontrager is unopposed for short-term seat.
