Fresno-area well owners must register their  wells by Nov. 30

A northern Fresno County groundwater agency is ramping up efforts to help landowners register their wells by hosting the first in a string of workshops on Aug. 27. Dates for future workshops are still in flux.

Owners of water wells in the greater Kerman, Biola, Easton, Fresno and Clovis areas are invited to the workshop, from 3-6 p.m. at the Kerman Community Center, 15101 W Kearney Blvd. 

The North Kings Groundwater Sustainability Agency  board of directors issued a mandatory well registration policy in April. All well owners must register by Nov. 30, 2025 to avoid a $100 penalty per well.

The GSA is attempting to register nearly 7,000 wells in its boundaries. Since May 1, it has cataloged 625, though that number does not reflect municipal wells. 

North Kings executive office Kassy Chauhan said the GSA has good participation across its boundaries, with 345 ag wells and 204 domestic wells accounted for. 

“Landowners are encouraged to bring the information on their wells to the workshop so by the time they leave, they can have their wells registered,” she said. 

Well owners should  bring a laptop or tablet and North Kings GSA staff will have extras on hand. Well owners will also need to provide details about the well, including its location, name, type, status (active or inactive), and if a FlowMeter or sounding tube is installed. It’s also helpful to know the name of the well driller, the year it was drilled, the depth and perforation intervals and pump horsepower. 

Chauhan said the GSA needs that information to better manage groundwater. 

The workshops will be hands-on with technical assistance available. Help will also be available in Spanish and Punjabi.

North Kings is one of seven GSAs in the Kings subbasin, which stretches across Fresno County, bordered by the San Joaquin River on the north to the Tulare County line on the south. 

As some subbasins continue to wrestle with creating or revamping their groundwater plans, the Kings subbasin’s plan was approved in 2023. Now the North Kings GSA is shifting to implementing  its plan. 

In order to do so, however, the GSA needs to fill “data gaps,” including well information.

Access to well data provided by landowners will be limited to North Kings GSA managers and its technical consultants. Well information remains anonymous and is not tethered to individual landowners.
